Escapee Caught
July 21, 2003
NASHVILLE - The Tennessee Department of Correction, in partnership with Arkansas police,
have apprehended escaped inmate James Phelps. Internal Affairs investigators located Phelps this
morning after a tip was phoned in to the TBI. Police officers in Fort Smith, worked with both agencies to
make the arrest at an Adult Education Center.
In April, Phelps escaped from the Tennessee Law Enforcement Training Academy
in a stolen state vehicle. He had been working at the Academy as a minimum custody inmate. Although
Phelps was originally scheduled for release in January, he will now face new charges for the escape,
which carries a sentence of one to five years.
